Proposed Province
Organizational and Financial Setup

  • The Government of Balochistan currently finances provincial administration through a large non-development/current expenditure budget shared across its divisions.
  • In addition to mandatory offices, the Government of Balochistan presently operates through numerous administrative departments and attached formations.
  • Under the proposed restructuring plan for Balochistan — One Largest Province, these functions are consolidated into 15 departments plus high-level offices (CM, Governor, Assembly, High Court), based on functional similarity and service delivery needs.
  • This proposal keeps Balochistan as one largest province, with Quetta as the provincial capital and consolidated secretariats for efficient governance. Quetta Division — the focus of this site — has a 2023 census population of 4.26 million and an area of 14,559 km².
  • In the proposed arrangement, DG offices will be abolished, and their functions will be shifted to the Provincial Secretariat (upgraded Commissioner Office).
  • District-level field staff will remain unchanged; only Provincial Secretariat staffing and costs are included here.
